    An archway of blue and yellow balloons greeted College of Southern Nevada students at the West Charleston Campus on the morning of Aug. 27, the first day back to school. Students ambled in with varying senses of urgency; some rode skateboards up to the campus buildings before greeting friends; others parked their SUVs and sedans in the surrounding lots and headed directly into the hallways.

    Michael Richards has been at the helm of the College of Southern Nevada for four years, and although he has seen his state funding shrink by about 23 percent—at the same time when demand for his product (until last year) steadily rose—he remains optimistic about the direction CSN is headed and the role it plays in our community.

    While President Obama talks about ballooning tuition costs across the nation, the Nevada System of Higher Education is trying to resolve some problems of its own. At issue is the school funding formula, which is based largely on enrollment. Southern Nevadans complain UNLV receives less money in the budget than it produces for the state. Northern Nevadans say that’s no reason to go changing things.

    Aimee Riley is going over the finer points of registering voters at grocery stores—some put the information up front, others way in the back with the dairy where it’s hard to find—when she stops, sniffs the crisp air on this winter afternoon outside a Starbucks and swivels her head. “Cigarette smoke,” she says with a smile, always a smile, that doesn’t quite conceal her disgust. “I just wanted to see where it was coming from.”

    A Sign of Hope

    The first counseling center in Nevada devoted exclusively to providing support for victims of sexual assault opens Feb. 19, thanks to a collaboration between the Rape Crisis Center, UNLV and Nevada Women’s Philanthropy. Signs of Hope, on the College of Southern Nevada campus, will provide individual and group therapy to victims of sexual assault ages 12 and older, while also serving as a training ground for graduate students in UNLV’s Counselor Education Department. Center officials say it’s the first center of its kind nationally that will collaborate with a major university.
